A Manassas address can put you in any of three jurisdictions, and unlike most places that is not a technicality. It decides who permits your work and who you call about a meter or a bill.
The City of Manassas is independent and runs its own utility department. The City of Manassas Park is separately independent, right next door. Everything else with a Manassas address, which covers most of 20109, 20111 and 20112, is Prince William County, served by Prince William Water.
Before anyone quotes permitted work on your house, they should be able to tell you which of the three you are in.
What is in the walls
Manassas spans a wide range of build dates, so start by identifying the pipe. Look at the main water entry and under a bathroom sink.
Copper in most of it. Sound copper lasts generations; in the pre-1970 houses near the historic downtown it develops pinhole leaks, which is a documented pattern in this region’s older copper.
Grey plastic with crimped metal rings is polybutylene, installed nationally from 1978 to mid 1995, which overlaps a good share of the 1980s and early 1990s construction spreading west and south. It fails at fittings without warning and it makes a house harder to insure. What to do about it is here.
Dull grey threaded metal that a magnet sticks to is galvanized steel, which narrows from the inside. Declining flow over years, in an older house, is usually this.
White rigid plastic is CPVC and red and blue flexible is PEX, both modern enough not to worry about.
In the oldest downtown houses the drains are cast iron, which rusts from the inside and eventually thins. Repeated backups in the same line after clearing is the sign, and a camera settles it rather than another clearing.
The meter test, whoever your utility is
This works the same in all three jurisdictions and it is the first thing to do if a bill jumps or you suspect a leak.
Turn everything off, including the ice maker and the irrigation, and leave it for fifteen minutes. Read the meter before and after. If it moved, water is going somewhere.
Then narrow it in one step: close the main shutoff inside the house and watch the meter again. Still moving means the leak is between the meter and that valve, which is underground in your yard. Stopped means it is inside.
Prince William Water is explicit that the customer is responsible for all water passing through the meter and for the lines and connections on private property, and will send someone to check the meter if you ask; the number is 703-335-7950. The two cities run their own customer service for the same purpose.
What repairs cost
- Hidden leak search: $200 to $470, middle around $330, including opening the wall where the evidence points. The full method is here.
- Drain clearing: $200 to $800 for one fixture, middle around $430; main line $860 to $1,600.
- Water heater: $2,800 to $5,800 installed for a tank, most at $3,400 to $4,200.
- Pressure reducing valve: $500 to $994.
- Sump pump: $700 to $1,200 with a new check valve.
- Garbage disposal: about $180 to free a jam, $570 to $870 to replace.
- Toilet: $430 to $500 to install one you supply; $840 to $1,300 supplied and installed.
The permit point, because it catches people
Virginia’s statewide code requires a permit to replace a gas or oil fired appliance, including a gas water heater, and all three jurisdictions here enforce it through their own offices. A like-for-like electric water heater swap is exempt by code.
The inspector is checking the venting and the gas connection, which is exactly the part worth a second set of eyes. A quote without a permit is not a cheaper job, it is an uninspected one, and it comes up at resale.
Three things to do this month
Identify your supply pipe material at the main entry and write it down. Put a $12 gauge on an outdoor spigot and read the static pressure, because a failed pressure reducing valve quietly shortens the life of everything in the house.
