Repiping a house is the biggest plumbing decision most homeowners ever make, and the hardest part is knowing whether you are actually there. Two situations genuinely call for it in Northern Virginia. Everything else is a repair.
Situation one: polybutylene
If your house was built or replumbed between 1978 and 1995 and the water pipe is grey plastic with crimped fittings, that is polybutylene, and it is the clearest case for repiping there is.
It was installed in millions of American homes and it failed widely enough to produce a class action settlement of $1.073 billion, entered in 1995. The failure is at the fittings and inside the pipe wall, it develops without warning, and there is no inspection that tells you which joint goes next.
How to identify it: grey (occasionally blue or black) flexible plastic, usually half inch or three quarter inch, stamped PB2110. Look where the main line enters the house, at the water heater connections, and at the shutoffs under sinks and behind toilets. A house can also be partly repiped already, so finding copper under one sink does not settle it.
The insurance angle, which people underestimate. At least one carrier writing in Virginia lists polybutylene plumbing as unacceptable in its underwriting guidelines. Coverage and pricing vary by company, but the pattern is real: a polybutylene house is harder to insure and harder to sell, and a buyer’s inspector will find it.
The honest advice: in a polybutylene house, finding the first leak is finding the first one. Repairing each failure as it comes is a subscription with an unknown length and unknown drywall costs. Most people who repipe a polybutylene house say they wish they had done it a year earlier.
Situation two: copper pinholes, repeatedly
Older copper in this region develops pinhole leaks, and it is a documented regional phenomenon rather than bad luck. Across the Potomac, the regional water utility logged more than five thousand customer reports of pinhole leaks, found nearly 80 percent of them in homes built before 1970, mostly in cold water horizontal runs, and began adding a corrosion inhibitor to the water in late 2003 in response. No Virginia utility publishes an equivalent statement, but the copper and the era are the same on this side of the river, and so is what we find in the walls.
One pinhole is a repair. The pattern that means repiping is three or more in a couple of years, in different parts of the house. At that point you are not fixing failures, you are watching a system reach the end, and every repair costs drywall as well as pipe.
What is not a reason to repipe
One leak, anywhere, ever. Fittings fail. Nail plates get missed during a renovation. A single leak in copper that is otherwise sound is a repair, and anyone who quotes a whole-house repipe off one leak is selling.
Low water pressure. Usually the pressure reducing valve, an old main shutoff, or corroded galvanized in one branch, not the whole system. The causes in order are here.
Discolored water. More often the water heater or the utility main than your pipes.
The pipes are old. Age alone is not a verdict. Sound copper from 1965 can outlive all of us.
The thing to check before you spend anything
Water pressure. Plumbing code requires a pressure reducing valve where the incoming static pressure is above 80 psi, and parts of Northern Virginia come off the main at well over 100. Those valves wear out in ten to fifteen years, and when one fails the whole house runs at street pressure.
That is a genuine cause of repeated pinholes, running toilets, banging pipes and weeping relief valves, and people sometimes repipe a house when what they needed was a $930 valve. A gauge that screws onto a hose bib costs about $12. Check it before you do anything else. Replacing a failed pressure reducing valve runs $500 to $994, most right around $930.
What a repipe actually involves
Replacing the supply piping through the house, from where the water comes in to every fixture. Drains are a separate system and usually stay.
The work is mostly access. Pipes are opened up through walls and ceilings where they run, new lines are routed, fixtures are reconnected, everything is pressure tested and inspected, and then the drywall is patched. In most houses the plumbing is the shorter half of the job and the restoration is the longer one.
Material. Copper or PEX. PEX is flexible, needs fewer fittings, can often be pulled through existing cavities with far less demolition, and resists freeze damage better. Copper is rigid, familiar, and generally more expensive to install. Both are code-compliant and both are legitimate; the sensible question is which one lets your particular house be repiped with the least destruction.
Timeline. A few days for the plumbing in a typical house, plus drywall and paint. You will be without water for parts of it, and a good contractor tells you which parts in advance.
Permit. Repiping is permitted and inspected work everywhere in Northern Virginia. A quote without one is not a bargain.

A repipe price depends on the number of fixtures, the number of floors, whether the ceilings below are finished, whether there is a crawlspace or a slab, and how much restoration you want us to handle versus your own contractor. Two houses on the same street can differ by a factor of two.

If you are not sure where you stand
Start with three things you can do this week. Identify your pipe material at the water heater and under a sink. Put a $12 gauge on a hose bib and read the pressure. And write down every leak you have had in the last three years, with dates.
Those three answers decide the conversation. If it is grey plastic, you know. If it is copper with one leak and 55 psi, you are fine. If it is copper with three leaks and 105 psi, fix the pressure first and then see.
