Most sump pump replacements are the same job: the pit is fine, the pipe is fine, the pump is dead. That job is $697, flat. Here is the whole of it, and here is the short list of things that are their own number.

A new cast iron pump

A third or half horsepower cast iron pump, not the plastic unit we are pulling out. Those are what fail early doing a job cast iron should have.

A new quiet check valve

The quiet type, on purpose. A standard valve slamming shut at three in the morning carries through the whole house, and a valve that stops closing is what kills the next pump.

New PVC to your existing discharge

The pipe from the pump up to where your discharge line already runs, where it needs replacing.

The old pump gone

Out of your basement and onto the truck. You are not storing it in the garage for a year.

A bucket test before we leave

Five gallons into the pit, float up, pump on, water down, clean shutoff. It sounds trivial and it is the step that catches a float rubbing the pit wall.

A water alarm, free

A pump is electric, and the storm that fills your pit is the storm that takes the power out. That is the whole argument for a backup, and in Fairfax County you are not paying for all of it.

The $697 pump is not on the county’s list, so it is not part of that refund. The backup is. You pay us in full first, then apply, and we itemise the backup on your invoice so the county has the line it asks for.

You qualify if

Your home is in Fairfax County.

That is the whole test. No income limit, no means test, no age or hardship requirement. Homeowners, renters, homeowner and condo associations and places of worship all count.

The only exceptions are commercial property, and addresses inside the Town of Vienna, the Town of Herndon or the City of Fairfax, which are separately incorporated. A Fairfax mailing address is not the same thing as the City of Fairfax, so check which one you are in before you rule yourself out.

  • Work first, apply after. The job has to be finished and paid for before you send the application, and only expenses from July 2024 onward count.
  • The cap resets every year. $5,000 is the maximum per county fiscal year, which runs July through June.
  • First come, first served. When the county’s money runs out, applications go on a waitlist. Complete ones are paid within 60 days.

Those are the county’s rules, not ours, and they are the ones who change them. Read the program page before you count on the money. We quote and invoice the same either way.

Before you book anything

Five things a dying pump does first

A sump pump almost always tells you it is going, and it tells you weeks before it matters. Find yours below. Two of these you can fix yourself in ten minutes, and we would rather you did.

It hums, and the water does not move

Unplug it. The float is the switch that rides up with the water, and it very often wedges against the pit wall or the discharge pipe. Free it and lift it by hand. If the pump runs, reposition the float. If it does not, the switch or the motor is finished.

It starts, stops, starts again thirty seconds later

The check valve. Water is draining back down into the pit through a valve that no longer closes, so the pump keeps re-pumping the same water until it works itself to death. Cheap part, and replacing it saves the pump.

It runs constantly in a dry week

During a two inch storm that is correct behavior. In a dry week it is a stuck float, a failed check valve, or groundwater that is genuinely that high, and the last one is worth looking at outside the house.

It ran all night and now it is silent and hot

Thermal overload, or it is gone. Either way it is not going to save you during the next band of rain, and the next band is the one that finds out.

Nothing happens, and it is January

Look at where the discharge line leaves the house. A frozen outside end means the pump is running against a closed pipe until it burns up. There are freeze relief fittings for this.

Two minutes, no charge

The bucket test

Do this before you call anyone. It is the single most useful thing on this page.

  1. Pour five gallons of water into the pit.
  2. The float should rise and the pump should start within a few seconds.
  3. The water should drop fast, not crawl.
  4. It should shut off cleanly, without sitting there running dry.
  5. Then listen. Water rushing back into the pit is the check valve, not the pump.

Why here, specifically

Northern Virginia is hard on basements

This is not a sales line. Three of these numbers are the county’s own.

The ground here does not drain

Fairfax County publishes a homeowner’s guide to its marine clay soils and it is blunt: the clays shrink dry and swell wet, the swelling pressure can exceed the strength of a basement wall, and water percolates through them very slowly. Slowly means it sits against your foundation looking for the lowest point. That point is the pit in your floor.

It rains harder than it used to

Reagan National’s normal year is about 42 inches of rain. 2018 delivered 66. Fairfax County’s environmental office reported that by July 31 of 2025 the weather service had issued 16 flash flood warnings and 20 flood warnings for the county, beating the old record by ten, and said plainly that the same total now falls in shorter bursts.

Most wet basements start outside

That is the county soil and water district’s line, not ours, and it is the one homeowners should read twice. Gutters, grading and downspouts decide how much water your pump is asked to move. The pump is the last line, not the first.

Is $697 really the price?

Yes, for a standard replacement in a working pit, which is most of them. That covers the pump, the quiet check valve, the PVC, the haul away, the bucket test and the water alarm. The four things listed above are quoted separately and you see those numbers in writing before anyone touches anything.

How do I know mine needs replacing?

Age plus behavior. Zoeller, who make a lot of the pumps in this area, put service life at seven to ten years. If yours is past seven, runs often, and the basement is finished, replace it on your schedule instead of the storm’s. That is the entire argument.

Can I just test it myself first?

Please do, and it takes two minutes. Pour five gallons into the pit. The float should rise, the pump should start within a few seconds, the water should drop fast, and it should shut off cleanly without running dry. Then listen for water rushing back into the pit, which means the check valve. Do this in March and again in August.

What about a battery backup?

It is the thing that matters when the power goes out with the storm, which is when it goes out. The pump and a backup installed together are $3,200. If your home is in Fairfax County, the county reimburses half the $2,503 backup portion, about $1,251, so you end up out about $1,949. The pump itself is not on the county’s approved list, so do not expect half of the whole bundle back.

Is the Fairfax County reimbursement income based?

No. There is no means test. It is open to Fairfax County homeowners, renters, homeowner and condo associations and places of worship. What it excludes is commercial property and anything inside the Town of Vienna, the Town of Herndon or the City of Fairfax. A pump replaced on a Tuesday is a plumber and an invoice. A pump replaced during the storm is a plumber, an invoice, a restoration company and whatever was on the floor.
