Built mostly since 1980, with the fuel changing as you head west.
The Census’s 2020 to 2024 survey puts the typical owner home at 1997 in 22554 and 1993 in 22556. Across the two ZIP codes that’s about 24,000 owner homes, and roughly seven homes in ten are detached houses.
Aquia Harbour is its own world. The Census counts about 2,300 owner homes there, virtually all detached, the median one built in 1984, and finds essentially none on natural gas: about 97 percent heat with electricity. A heat pump house from the 1980s is likely on its second or third outdoor unit by now, and it went up in the years when gray polybutylene supply pipe was going into new houses.
Along Courthouse Road and Garrisonville Road the streets are newer. About 45 percent of 22554’s homes have gone up since 2000, Embrey Mill’s townhouses and single-family homes off Mine Road among them, and close to four owners in ten heat with natural gas. Around the courthouse itself the Census place is newer again, its typical owner home from 2005, and more of its homes are rented than owned.
22556 runs west toward the Fauquier line and gets more rural as it goes. About one owner in seven burns propane there and about one in seventeen still burns oil, while natural gas reaches only about one in eight. Close to one home in eighteen is a mobile home, and about a fifth of the ZIP’s houses went up before 1980.

Heating
In Aquia Harbour a cold house almost always means electric heat that quit, usually a heat pump or the strips behind it. On the newer gas streets off Garrisonville Road it can just as well be a furnace igniter or flame sensor, and west in 22556 a propane furnace. We don’t repair oil burners; we’ll price the heat pump or furnace that replaces one.
Cooling
When a heat pump does the heating, the same outdoor unit runs in January and July. The weather station at Quantico’s Marine Corps air field, about 8 miles northeast of the courthouse, logs about 76 freezing nights and about 30 days of 90 degrees or more in a normal year, so that unit racks up far more hours than an air conditioner that sits idle all winter. In the gas-heat houses a separate condenser cools the house off the furnace blower, and its repairs are priced the same way.
Plumbing
Inside the County’s Urban Services Area the water comes through a Stafford County Utilities meter and leaves through its sewer; outside it, the County counts about 10,000 homes on a private well and septic tank. On either, the pipes, fixtures, water heater and drains in the house are ours, and the well pump and septic tank go to those trades.

Your water
Stafford’s water is lake water. The County’s comprehensive plan says the Smith Lake plant supplies the northern part of the county, and the 2025 water quality report says that plant turned out about 2.6 billion gallons in 2025. The County disinfects with chloramine and adds orthophosphate to slow pipe corrosion. The report prints no hardness figure, and after a multi-year inventory it found no lead in the County’s water lines.
Your permit office
Stafford County’s Building Division, at 1300 Courthouse Road, takes every residential permit here. Its permit FAQ draws the line at fuel: a gas- or oil-fired appliance needs a permit, while an electric water heater, electric furnace, heat pump or air conditioner replaced with the same type and size in the same spot doesn’t. Appliance permits go on the County’s Residential Change application, signed by the licensed contractor.
Your sewer, or your septic
On County sewer, your part runs from the house to the cleanout, usually a capped 4-inch white pipe at ground level; with no cleanout, it runs out to the road right of way. In the Rock Hill area the County’s plan describes 1 to 3 acre lots on private wells and septic drainfields, with drainfield failures on several properties, and a service area set aside to bring sewer to those homes later.

Is my Stafford house on County water or a well?
Most likely County water if you’re inside the Urban Services Area, the part of Stafford the County has set aside for public water and sewer, where new houses must hook up to both. Outside it, the County’s plan counts about 10,000 homes on their own well and septic tank. Stafford County Utilities’ engineers will tell you whether a line can reach your property, and the Health Department takes calls about a failing well or septic system.
Do I need a permit to replace a water heater in Stafford?
For a gas or propane water heater, yes: Stafford County’s permit FAQ lists every gas- or oil-fired appliance as permit work, even a like-for-like swap. An electric water heater replaced with a similar one in the same spot needs none. SwiftPro’s water heater estimator includes the permit in every price.
Why does my water pressure spike when the water heater runs?
Stafford County Utilities’ own FAQ explains it: when a backflow preventer sits at your meter or inside the house, the water your heater warms and expands has nowhere to go, so pressure climbs until a tap opens. The usual fix is an expansion tank, sometimes with a lower water heater setting. If pressure stays above 80 psi, the plumbing code calls for a pressure reducing valve, and the County says installing one is the owner’s cost.
My basement drain backed up. Who do I call first?
Stafford County Utilities, before a plumber: it comes out at no charge to see whether the clog is in its main or on your side of the cleanout. The County doesn’t pay for backup damage unless the County caused it, and it warns that most homeowner policies won’t cover a backup without a special rider. Does the propane tank limit where a new heat pump or water heater can go?
It can. Stafford County’s appliance permit page links a propane tank clearance sheet drawn from NFPA 58, the national propane code. Any tank filled on site keeps its fill connection at least 10 feet from a central air compressor or the air intake of a direct-vent appliance, and a 125 to 500 gallon tank above ground sits at least 10 feet from the house. Moving the tank itself is your propane supplier’s job.
What does a heat pump repair cost in Stafford?

What should I do about my heat pump in a big snow?
Keep the outdoor unit clear. NOAA’s storm records put 15 to 24 inches across Stafford County in the January 2016 blizzard, and a heat pump buried that deep can’t shed the ice its defrost cycle melts, so the house falls back on the electric strips. Shovel around the unit and brush off its top, never chip ice off the coil, and call us if it stays iced over after the snow is gone.
