What’s in a Catlett house

Village houses by the tracks, farmhouses and newer houses on acreage around them.

Across ZIP 20119 the Census puts the median owner home at 1990, and every home it counts is a detached house: no townhouses, no apartments, no mobile homes. A little over four in ten went up before 1980, and about one in eight before 1940.

The village grew up around a stop on the Orange and Alexandria Railroad, laid through in 1852 and renamed Catlett’s Station in 1855. Its historic district covers about 118 acres and 76 properties built between 1855 and 1958, and the buildings it counts include the outbuildings that came with the houses: smokehouses, chicken coops, well houses. South of the tracks, along Prospect Avenue and down Elk Run Road toward Tenerife Road, the lots run two or three houses to the acre. Houses that old were plumbed in galvanized steel over cast iron drains, and many now hold a patchwork of that and newer copper or PEX.

Out from the village it’s farm country. Dairy farming took hold around Catlett in the early 1900s, the County’s plan says, and some of those dairies still run. About a third of the ZIP’s homes went up in the 1990s and 2000s; a house from then is on its second heat pump or furnace, and likely its second or third water heater.

The heat is electric, propane or wood. About half of Catlett’s owners heat with electricity and about three in ten with propane from a tank in the yard. The Census estimate for natural gas heat in 20119 is zero, and most of the remaining homes burn wood or oil.

Heating

With no natural gas heat in the Census count, a no-heat call in Catlett is usually a propane furnace that won’t light or a heat pump stuck on its electric backup strips. Check the propane gauge before you call; an empty tank looks a lot like a broken furnace. If the house still burns oil, we don’t work on oil burners, but we’ll price the heat pump or propane furnace that replaces it.

Cooling

In the electric half of Catlett, the outdoor unit is most often a heat pump doing both jobs, so a July repair is also next January’s heat. The oldest village houses were built long before ductwork; a ductless mini-split cools those rooms without tearing into plaster.

Plumbing

In the village the water is FCWSA’s, from the tower on Old Dumfries Road; past it, it’s your own well. Either way the pipes, fixtures, water heater and drains are ours to fix. The well pump, a septic tank and the County’s STEP equipment belong to other people, and we’ll say so plainly when that’s where the trouble is.

Your water

In the village, FCWSA’s Catlett system pumps two drilled wells, 264 and 270 feet down in fractured bedrock, up into the water tower on Old Dumfries Road, and the height of that tank is what gives your faucets their pressure. It’s a small system, about 74 connections, and its 2025 report prints no hardness figure. FCWSA’s side ends at the meter box. Outside the village, the water comes from your own well, which the Fauquier County Health Department permits.

Your permit office

Catlett has no town government, so Fauquier County’s Building office in Warrenton handles every permit here. A propane furnace or water heater needs a trade permit every time, and so does any appliance being moved. An electric one swapped for a similar model in the same spot doesn’t. No drawings are required; the inspector checks the finished work, and you leave the County’s counter with the permit the same day.

Your sewer, or your septic

Catlett’s “blackjack” soil has been failing drainfields for decades, so the County built its own sewer here, separate from FCWSA’s. Each connected property gets a STEP tank: the house drains into it by gravity, solids settle, and a pump sends the liquid down a force main to the treatment plant off Route 28. The County owns the tank, pump and alarm panel, and its operator, Inboden Environmental Services, maintains them. The plumbing in the house and the line out to the tank stay yours. Houses outside the sewer district are still on septic.

What’s the gray box on a post and the green lid in my Catlett yard?

That’s your STEP system, if the house is on the County’s sewer. The green lid covers the tank and the gray box is its control and alarm panel. The County owns both. Its operator, Inboden Environmental Services, inspects the tank at least every five years and pumps the solids out every ten if they need it. Leave the lid on, and if the alarm goes off, call the operator at 540-325-0748. That one isn’t a plumber’s call.

Who do I call when a drain backs up in Catlett?

Depends where it’s backing up. One slow sink or a toilet that won’t drain while the rest of the house is fine is a clog in your plumbing, and that’s ours. If the STEP alarm is sounding too, the pump or the tank may be the problem, and that’s the County operator’s. The line between the house and the tank is the owner’s to keep clear under the County’s rules; SwiftPro clears it and can run a camera through it on the same visit for $89.

What happens to my STEP tank when the power goes out?

The pump stops, since it runs on your house’s electricity, but the tank keeps taking whatever goes down the drains. The County’s guide puts its reserve at about 24 hours of light use: toilets, sinks, a shower. Hold the laundry and the dishwasher until the lights are back. And find the breaker that feeds the pump and label it, because flipping it off by mistake does the same thing as an outage.

Can I use a septic additive or a garbage disposal on a STEP tank?

Skip the additive, and go easy on the disposal. The County’s STEP guide says additives can damage the rest of the sewer, and the owner can be billed for pumping and repairs that misuse causes. Disposal scraps add solids, which means the tank needs pumping sooner. Wipes, grease and coffee grounds go in the trash. Roof drains and floor drains can’t be tied in at all, and the guide treats an added fixture as an unauthorized connection, so talk to the operator before you plan a new bathroom.

Is my Catlett house on public water?

If you’re in the village, probably: FCWSA’s Catlett system, two wells and the tower on Old Dumfries Road, has about 74 connections. Beyond that it’s a private well. FCWSA doesn’t regulate wells, and the Fauquier County Health Department permits them, so testing one is up to you. On FCWSA water, the line from the meter box to the house is yours, and FCWSA says to fit a pressure reducing valve if the pressure runs over 80 psi.

What does a heat pump repair cost in Catlett?

Our book prices a run capacitor at $240 to $370, a refrigerant top-up at $190 to $740 and a cleared condensate drain at $175 to $420, and a Catlett address pays exactly that. In a Catlett house that heats with electricity, the outdoor unit usually heats as well as cools, so it logs far more hours than a summer-only air conditioner, and a repair in August is really a repair for February.
