Hardly any natural gas, and two very different halves of one ZIP.
Purcellville heats with electricity, propane and oil far more than with natural gas, and more of the homes with a 20132 address sit outside the town limits than inside.
Inside the town, the Census puts the median owner home at 2001, with about half built since 2000 and about one in five a townhouse. Close to Main and 21st Streets the houses run much older, and the Town’s own plan reads them in layers: Victorian after the railroad came, then Arts and Crafts bungalows and foursquares, brick and stone Cape Cods from the 1940s and 50s, brick ranches and split levels after that. About half the owners heat with electricity, a third with propane, close to one in ten with oil, and only about one in twenty with natural gas.
Outside the town, on the Loudoun County side of 20132, nearly every home is a detached house, plenty of them on a few acres. Propane heats close to half of them and electricity about a third. Close to three in ten went up before 1980, a bigger share than in town, so old farmhouses sit down the road from newer houses on lots of three acres and up.
Hillsboro, the little town on Route 9, shares the 20132 ZIP and runs its own waterworks. Across all of it, from Village Case to the farthest farm lot, Loudoun County is the office that issues building permits.

Heating
A no-heat call in Purcellville is as likely to be a heat pump living on its backup strips, or a propane furnace that won’t relight after the tank ran low, as anything to do with natural gas. Our Purcellville furnace repair page prices the usual repairs and sets a replacement figure next to them.
Cooling

Your water
Inside the town, the Town of Purcellville is your water company. About half of it comes from the J.T. Hirst Reservoir, filled by three mountain springs at the foot of the Blue Ridge, and the rest from eleven Town wells. Its 2025 water quality report doesn’t print a hardness figure. Out on the county side most homes pump their own well, and Hillsboro has its own waterworks.

Your permit office
Loudoun County issues building permits across the whole county, the towns included. Inside Purcellville the Town issues the zoning permit, and the County won’t take a building permit application from inside the town without it; the Town says a replacement kept to the same size and spot typically needs no Town permit. Swapping a gas, propane or oil water heater or furnace takes a County permit even like for like; an electric one replaced in place is exempt under Virginia’s code.

Your sewer, or your septic
On Town sewer, the Town keeps up the lateral from the property line out to the main, and the owner keeps up the stretch from the property line into the house. If a plumber’s signed findings put a blockage on the Town’s side, the Town fixes it and repays what the plumber charged to find it. Most county-side homes are on septic, and Loudoun’s ordinance calls for a pump-out at least every five years.

Is my Purcellville address inside the town limits?
Not necessarily. The Census counts about 6,600 homes in the 20132 ZIP and about 2,900 inside the Town of Purcellville. A well and a septic tank usually mean the county side, but Town water doesn’t prove you’re in town: the Town also serves some customers outside its limits, at twice the in-town usage rate. The Town’s interactive zoning map shows the line.
How hard is Purcellville’s water?
The Town doesn’t publish a number; its water quality report covers what’s regulated, and hardness isn’t on it. Half the supply is spring-fed reservoir water and half comes from Town wells in the Blue Ridge’s igneous and metamorphic rock, so a test at your own tap is the honest answer. On a private well, test that too.
Do I need a permit to replace a water heater in Purcellville?
For a gas, propane or oil-fired one, yes, from Loudoun County, inside the town and out, even when the new one matches the old. An electric tank put back in the same spot is exempt under Virginia’s building code. SwiftPro’s water heater estimator counts the permit in every price.
Who pays for a sewer backup in town, me or the Town?
Whoever owns the stretch where the clog sits. The Town’s policy puts the lateral from the property line to the main on the Town and the rest on the owner. If the plumber finds the blockage on the Town’s side and says so in writing, the Town repairs it and reimburses what the plumber charged to find it. The Town also keeps an on-call number for backups.
What does an AC repair cost in Purcellville?
