Townhouse rows, older single-family streets and mobile home parks, all inside one small town.
Inside the Town, single-family houses and townhouses come out almost even, about four in ten each, and roughly one home in ten is a mobile home. The median owner home went up in 1985.
The townhouse rows are the Town’s biggest neighborhoods. Town records date Williamstown, about 455 homes, to 1974 through 1991, Port O’Dumfries to 1974 through 1988 and South Cove to 1988 through 1992. Most of them went up while polybutylene supply pipe was in use, and most hide the furnace or air handler and the water heater in a closet near each other.
The older streets are single-family. Tripoli Heights has houses from 1950 on and Whitehaven from 1930 on, with newer ones filled in between, and about one Town home in ten predates 1960. That’s where galvanized supply and cast iron drains still turn up. Heat comes three ways: about half the owners use electricity, four in ten natural gas, and a little over one in twenty propane.
Outside the town line, Montclair is about three houses in four single-family, its median built in 1989, and leans electric like the Town. Cherry Hill, the Census place covering most of 22026 beyond the Town, is newer, median 2005, about four in ten townhouses, and seven owners in ten heat with gas.

Heating
Heat pumps with backup strips in about half the Town’s owner homes, gas furnaces in most of the rest, and propane in a few, with the tank in the yard. The furnace repair page for Dumfries prices the common parts.
Cooling
In an electric-heat house the unit out back is a heat pump, cooling in summer and heating in winter. Cherry Hill’s gas houses run a separate air conditioner off the furnace blower instead. AC repair, duct cleaning and dryer vent cleaning each get a Dumfries page.
Plumbing
Prince William Water brings the water and takes the sewer in the Town, though some older lots in and around it still drain to septic. The 1970s and 80s townhouse rows went up in the polybutylene years for supply pipe.

Prince William Water, which the Town’s own utility list still calls by its old name, the Prince William County Service Authority. The utility says Dumfries homes get Occoquan Reservoir water treated at Fairfax Water’s Griffith plant, and the Battery Hill tank inside the Town stores it.

Your permit office
Inside the town limits, the Town of Dumfries’ own building department at Town Hall, not the county. It wants a copy of the contractor’s state license and business license with each application. In Montclair, Southbridge and the rest of the county side, Prince William County.

Your sewer line
Prince William Water owns the sewer mains, and the Town’s utility page sends sewer line leaks its way. Before anyone repairs or replaces the lateral outside your house, the utility wants its own permit and inspection. The Town’s comprehensive plan notes septic systems still in use in and around the Town from before the sewer came through.

Is a Dumfries address always in the Town of Dumfries?
No, and it works the other way too. Most of the Town is in 22026, but Port O’Dumfries inside the town line has Triangle 22172 mail, and 22026 also takes in Southbridge and Cherry Hill in the county, and 22025 is all county, Montclair included. The Postal Service accepts Montclair as the town name in 22025 and Southbridge in 22026, and the Town itself says a Dumfries mailing address doesn’t establish Town residency. Who issues building permits inside the Town of Dumfries?
The Town does, through its own building department at Town Hall, not Prince William County. It enforces Virginia’s statewide building code, which exempts swapping a mechanical appliance from a permit only when the appliance isn’t fueled by gas or oil, so a gas or propane furnace or water heater replaced inside the town is permit work there. Outside the town line, Prince William County issues them. SwiftPro’s water heater estimator includes the permit in every price.
Is the water hard in Dumfries?
Moderately. Prince William Water serves the Town with water from the Occoquan Reservoir, and its 2025 tests across its systems ran 2.6 to 10.5 grains per gallon. That leaves a layer of sediment in a tank water heater every year, so SwiftPro tells Dumfries homeowners to flush theirs once a year.
Is my house on the sewer or a septic tank?
Most of the Town drains to Prince William Water’s sewer. The Town’s comprehensive plan notes a number of septic systems in and around the Town that are older than the sewer, and Town policy is to hook a system up to the sewer once it starts failing. A tank lid in the yard, or no sewer charge on your water bill, says you’re on septic.
Does the historic district change anything for a new AC or water heater?
It can. Inside the Town’s historic district, the Town Code requires a certificate of appropriateness for improvements or changes, and says no building permit should issue for work there until one is approved. The zoning administrator decides whether a job is minor or goes to the Architectural Review Board. Ask the Town’s planning office before the equipment is ordered.
