What’s different in Dumfries

In Dumfries the boiler permit depends on which side of the Town line you’re on.

Inside the Town of Dumfries the typical owner’s house went up in 1985, and about four in ten are older than 1980; those older houses are where a hot water boiler turns up. Montclair and Cherry Hill on the County side are newer, so a boiler there is rarer still. Gas heats a little under half the Town’s owner homes and electricity just over half, which is why a Dumfries boiler is usually gas-fired.

The permit office is the real difference. Inside the Town limits, a gas or propane boiler replacement is permit work at Town Hall, which enforces Virginia’s building code and doesn’t exempt gas-fired appliances. Outside the line it’s Prince William County, which also wants a permit for gas or propane; an electric boiler swapped for the same type in the same spot needs none there. That’s two permit offices behind one Dumfries mailing address, which is why the address check comes before the quote.

In the Town’s historic district, a new vent opening needs a certificate of appropriateness from the zoning administrator, which matters when a condensing boiler, at $12,782 to $16,500 installed, would vent through a side wall. A cast iron boiler kept on the chimney avoids the new opening, though a water heater left alone on that chimney may need its flue looked at.

Dumfries has plenty of townhouses, roughly four in ten of the Town’s owner homes, and in one of those a dripping relief valve usually traces back to an expansion tank that has lost its air charge, so the pressure climbs every time the boiler fires. Recharging or replacing that tank costs a fraction of a boiler, and the $99 diagnostic is how you find out that’s all it was.

What it’s telling you

What your boiler is telling you in Dumfries.

Your house sits near the Town line

Montclair, Cherry Hill and the Town all carry Dumfries addresses, but a boiler permit goes to a different office on each side. Settling which one before the boiler is ordered keeps the job from stalling.

Safety and paperwork

What the county says about boilers in Dumfries.

Town of Dumfries

The Town of Dumfries enforces Virginia’s statewide building code through its own building department, and that code exempts swapping a home’s mechanical appliance only when it isn’t fueled by gas or oil. Inside the town limits, a gas or propane furnace or water heater replacement is permit work at Town Hall, not Prince William County. Source.

Prince William County

Prince William County requires a permit to replace a gas or propane furnace or a gas appliance such as a water heater, even like for like. Replacing an electric water heater with one the same size in the same spot needs no permit. Source.

Prince William County lists any work that alters a home’s heating and air conditioning as permit work, but swapping an electric furnace, heat pump or air conditioning condensing unit for the same type of unit in the same spot is an ordinary repair that needs no permit. Source.

Prince William County Fire and Rescue lists furnaces and water heaters among the household sources of carbon monoxide, and says to put a CO alarm outside each sleeping area and on every level of the home and to test it monthly. Source.

Prince William County Fire and Rescue says to have a qualified technician inspect the heating system and chimneys every year, to make sure nothing blocks the fumes from venting out of the house. Source.

Choosing who works on it

How to pick who works on your boiler in Dumfries.

Questions to ask anybody who quotes you, us included.

  1. Do they check whether you’re inside the Town limits?

Ask the installer to confirm it from your address. Town Hall or Prince William County: filing with the wrong one stalls the job.

  2. Can they handle both halves of it?

A hot water boiler is half heating system (the burner, gas valve, flue and controls) and half plumbing (the water loop, circulator pumps, expansion tank, relief valve and zone valves). We hold a Virginia Class A license and run separate heating and plumbing teams, so each half gets a tech who does that trade every day.

  3. Does the quote say how it vents?

A new boiler can stay on the chimney or vent out the wall in plastic pipe. A good quote says which, and whether the chimney needs a liner, because that’s where two quotes for the same boiler usually split.

Questions

Boiler questions from Dumfries.

Does a boiler repair in Dumfries need a permit?

A repair doesn’t. Replacing a gas or propane boiler does, at Town Hall inside the Town limits or with Prince William County outside them.

Will a new vent need approval in the historic district?

Yes: a new vent opening there needs a certificate of appropriateness from the zoning administrator. Ask before a condensing boiler’s plastic vent goes through an old wall.

Do you work on steam or oil boilers?

No. We work on hot water boilers, the kind that heat radiators or baseboard, on natural gas or propane. If yours is steam or burns oil, we’ll tell you on the phone, and a switch to a heat pump or a gas or propane boiler is ours to price.
