An 1820 village core, and HOA streets that mostly went up after 2000.
Inside the town the Census puts the median owner home at 2007, and about six in ten of the town’s homes were built after 2000. Still, roughly one in nine dates to 1939 or earlier, so which end of town you’re in decides most of what we find.
Old Town is the original German Settlement, which David Lovett laid out in 1820. The Town’s plan calls it the Southeast Residential area: irregular lots and older, narrower streets such as East Broad Way, Pennsylvania Avenue, South Loudoun Street, South Locust Street and Church Street. About one home in ten in town dates from the 1950s as well, and a house from either era usually has two or three generations of pipe under one roof and a heating system that’s been replaced more than once.
The newer streets came after 2000: Lovettsville Town Center, approved in 2002, then Keena, Loudoun West and the Heritage Highlands retirement community, where 80 of the homes are duplexes. Much of it sits on the town’s northwest side, in HOA neighborhoods with sidewalks and small, even lots, and the Town counted 713 homes in fiscal 2017 and 874 in fiscal 2026. A house finished between about 2005 and 2015 is right where its first heat pump or furnace, and its first water heater, start to come due.
The fuel is propane or electricity. Among owner homes in town, propane edges out electricity, about 44 percent to 42; fewer than one in ten report natural gas and about one in twenty still burn oil. Across all of 20180, where most homes sit outside the town limits, the split is about the same, so a no-heat call here is as likely to be a propane furnace as a heat pump.

Heating
On a cold morning in a propane house, the trouble is often a tank that ran low and left the furnace locked out, or a worn ignitor; in an electric house, it’s a heat pump limping along on its backup strips. A propane furnace swap takes a Loudoun County permit, though since October 2025 a matching unit in the same spot needs no plans. Oil burners we leave alone, but replacing one is ours to price.
Cooling
Six in ten of the town’s houses went up after 2000, so plenty still run their original outdoor unit. A heat pump works January and July alike, and one installed between 2005 and 2015 has reached the age when a compressor or coil fails, which is the moment to know the replacement price before paying for a big repair.
Plumbing
In town, the pipe from the meter into the house and the sewer line from the property line in are both yours, and Miss Utility won’t mark either of them. On a county lot with its own well and septic, we leave the well pump and the septic tank to those specialists and handle the plumbing inside: pipes, fixtures, drains and the water heater.

Your water
Inside the limits, the Town of Lovettsville pumps its own groundwater. Four wells are in service (two more were set aside in 2012), the Town’s filter houses take out iron, manganese and hydrogen sulfide, and a 125 foot elevated tank keeps the mains under pressure. Its 2025 water report prints no hardness figure, and it says every service line has been checked and none is lead. Outside the limits, the water is your own well’s.

Your permit office
Loudoun County issues building permits for the whole county, Lovettsville included. Inside the limits the Town handles zoning, and its zoning form tells owners to ask the County whether a job needs a permit. A propane or gas furnace or water heater needs a County permit even when it’s swapped like for like. If a tank bursts, Virginia’s building code lets the new one go in first, with the application filed by the end of the next working day.

Your sewer, or your septic
Town sewer flows to the Town’s own treatment plant on Irish Corner Road, built in 2001 and enlarged in 2009. Its known weak spot is groundwater seeping into cracked pipes in wet weather, and the Town relined cracked sewer pipe in 2009 to fight it. On Frye Court, East Pennsylvania Avenue and Stone Jail Street, the sewage passes through a Town pump station paid for by a small service district. Past the town line, most of rural Loudoun has no public sewer, so a county house usually drains to its own septic system.

Why does only my hot water smell like rotten eggs?
The Town strips hydrogen sulfide out of its well water at the filter houses, so if the cold tap smells fine and only the hot side stinks, the smell is usually being made inside your water heater: bacteria in the tank react with its magnesium anode rod. A different anode rod, plus a flush, usually ends it. If the cold water smells too, call the Town at (540) 822-5788, and on a private well have the well water tested.
Will the Town adjust my water bill after a leak?
It can. Tell the Town about the leak when you find it, and by that bill’s due date give it a repair bill from a licensed plumber with a written statement of what was fixed. Ask for that statement when SwiftPro finishes and we’ll put the repair in plain words. The Town’s smart meters can also send leak alerts through its Get My Meter Info portal, which is how a running toilet often gets caught before the bill does.
Why does the Town want to know about my lawn sprinkler?
It’s the Town’s cross connection survey. The Town has to make sure nothing in a house can flow back into its mains, so it asks owners with a boiler or radiant heater, an underground sprinkler, or anything that fills itself automatically, like a pond, a watering trough, a pool or a hot tub, to get in touch; it may survey the connection and help isolate it. A water heater isn’t on the list. The usual fix is a backflow preventer on that line, which our plumbers install.
Who pays when the sewer backs up in Lovettsville?
The Town owns the mains, but the lateral from your property line to the house is a private line: its repairs and its backups are the owner’s, and Miss Utility won’t mark it before anyone digs.
