Inside the City we still work on boilers and radiators; on the Fairfax County side we almost never see one. A house heated by hot water through radiators was never built with a path for cold air, and cutting one through the plaster of an older City house is a renovation. A mini split skips it: a small line set through an outside wall to a head in the room, and the boiler still carries January.
A City rowhouse stacks its rooms, living space down and bedrooms above, sometimes a third floor under the roof, so it usually takes a head per floor or per bedroom on one multi-zone outdoor unit. Two heads come to $11,000 to $15,000; three heads, $12,500 to $18,000, installed. In Old Town and Parker-Gray, placement matters too. On the ground at the side or back, out of public view, the Board of Architectural Review isn’t involved; on a roof, the City wants it concealed.
More than half the City’s homes sit in condo or apartment buildings, and there ductless gets complicated. The City’s guidance for condo owners wants a listed fire-stop system wherever a new hole goes through an existing wall or floor, shown on the permit plans, and a panel upgrade needs a registered electrical engineer’s study of the whole building first. A mini split needs both a hole and a circuit. If the panel has room, it’s an ordinary job; if not, the association and the engineer come before anyone prices a head.
On the county side the ductless room is usually the one added later. Fort Hunt is nearly all single-family houses, most built before 1980, where a back family room or a basement finished decades later is the classic spot for a head. In the townhouses of Kingstowne and Franconia it’s more often a top-floor room or a lowest level somebody finished long after the sales trailer closed.

Usually, yes. The City says a condo owner’s improvements have to follow the association’s governing documents, and a condenser on a balcony, a roof or the ground sits outside your unit. Ask the management office for its rules on outdoor equipment and new wall openings first.
Can a mini split take over from the boiler in an Old Town house?
In the rooms it serves it heats too, so it can carry spring and fall alone. In a radiator house the boiler usually stays for the coldest weeks anyway.
