The Town of Round Hill runs water and sewer to the town and about a dozen neighborhoods beyond it, but its side generally ends at your property line. The lines from there to the house were laid by your homebuilder and are yours to maintain, the Town’s handbook says; Miss Utility won’t mark them, and typical homeowners insurance won’t cover them. Before anyone digs up a line that keeps backing up, put a sewer camera down it; added to a visit, that’s $89.
The Town’s 2025 water report names one more thing that’s yours: the pressure reducing valve, usually close to the main shutoff. Loudoun County has required one on new water services for years; the report warns they wear and clog, showing up as weak flow, low pressure or no water. Replacing it runs $500 to $1,000. Two leaks on the Town’s own list are easy to miss: a water softener stuck rinsing to the drain, and a water heater relief valve piped into a drain, dripping unseen.
At the Purcellville weather station just east of town, NOAA’s normals count about 115 freezing nights a year, from late October into mid April. Loudoun’s building code puts frost depth at 24 inches, and a line buried deeper than that stays out of the freeze, so what freezes is above ground. On May 5, 2025, the Blue Ridge Volunteer Fire Department reported water at least six inches deep over several roads 2.6 miles north of town, and several basements flooded. Torrential rain closed Main Street at Greenwood Drive in July 2017, and Scotland Heights Road went under in June 2013.
