What’s different in Vienna

In Vienna, a brand new house can drain through a decades-old pipe.

About a quarter of the homes inside the Town of Vienna went up after 2000, many where an older house was torn down first. The old lateral usually gets capped near the property line, and the Town may let the builder keep the piece from that cap to its main, on the conditions in the rules below. So a 2015 house can have new plumbing out to the cap and, past it, the pipe of the house before.

The rest of the town is older stock. The typical owner’s house dates from 1972, two thirds of the homes predate 1980 and about two in ten predate 1960. A lateral that age in Windover Heights or off Maple Avenue and Church Street has spent fifty years under a lawn, a driveway and the street trees, and roots fill any joint that has opened.

So it pays to know where the trouble sits. The Town looks after its 84 miles of sewer main; under its sewer agreement, the connection from that main to your house is yours. A broken joint under the lawn is a yard repair. Under the street it’s a trench in the Town’s right of way, patched to the state highway standard its infrastructure manual sets, and the trees on that strip are Town trees, removed only with the Town arborist there.

On the county side the houses run younger. Wolf Trap, the biggest county piece of a Vienna address, is nearly all single-family houses with a 1980 median, a third of them built in the 1980s and 90s, the plastic pipe years. Fairfax County puts the whole lateral on the owner there, street and all, and its sewer diagram names root intrusion, separated joints and cracks as the private side’s failures.

Will the Town of Vienna pay if sewage backs up into my basement?

Don’t count on it. The Town’s risk management page says Virginia localities pay for damage to private property only when they’re legally liable, and suggests residents check their own policies for sewer and water damage. The lateral is yours either way, so its condition is the part you control.

I’m buying a rebuilt house in the Town of Vienna. Should the lateral get a camera?

Yes. Ask whether the builder kept the old piece between the cap and the Town’s main. If so, it’s as old as the house it served, and the Town says allowing it doesn’t mean it vouches for it. A camera shows its grade and its joints before closing.
