What’s in a Leesburg house

Mostly 1980s and 90s houses, around a downtown far older than that.

The Census puts the median owner home in the Town of Leesburg at 1996. The 1980s, the 90s and the 2000s each added more than 3,000 homes to the town, and that decides most of what we find.

  • Galvanized
  • Cast iron drains
  • Polybutylene
  • CPVC or PEX
  • Gas furnaces
  • Heat pumps

Downtown, the Old and Historic District protects the oldest streets in town, and the Census counts a few hundred Leesburg homes built before 1940. Those houses were standing long before central air or plastic pipe, so we expect galvanized steel water lines, cast iron drains, and heating and cooling that was fitted in later wherever it would go.

The subdivisions hold most of the town. A house or townhouse of that age usually keeps the builder’s layout: a gas furnace with a gas water heater beside it in the basement or a utility closet, a central air conditioner outside, and, if it went up before the mid 1990s, a fair chance of gray polybutylene supply pipe. Two in three owner homes in town heat with gas, and close to three in ten with electricity, which usually means a heat pump.

Across the town line, Lansdowne gets Leesburg 20176 mail but sits in Loudoun County. Its median owner home dates to 2005, seven in ten of its homes went up in the 2000s alone, and it has more condos and apartments than single family houses. Gas heats about eight in ten owner homes there. A furnace, an air conditioner and a tank water heater from 2005 are each at the age where the repair calls start adding up.

What we fix in Leesburg

Furnace, AC, pipes and water heaters, from one phone number.

Our HVAC crew and our plumbing crew are separate teams, both working out of the shop on Lafayette Center Drive in Chantilly.

Heating

Most Leesburg heat is a gas furnace, so a no-heat call here is usually an igniter, a flame sensor, a pressure switch or a dirty burner, and now and then a furnace from the 1990s that has earned its replacement. Homes on electric heat mostly run heat pumps. Our Leesburg furnace repair page goes further.

Cooling

Cooling here is mostly a central air conditioner or heat pump outside with a coil on the furnace or air handler inside. In a townhouse that air handler often sits in the attic, so its condensate line is worth a look every spring. Air conditioning service, duct cleaning and dryer vent cleaning each have a Leesburg page.

Plumbing

On Town water, the Town keeps up its lines through the meter, usually in a box by the sidewalk, and the pipe from that box into the house is the owner’s. The water heater estimator prices a gas, electric or tankless replacement with the Loudoun County permit counted.

What it costs

One price book, inside the town line and out.

Downtown, Lansdowne or anywhere between, the price doesn’t move, and you see it in writing before anyone starts.

  • AC run capacitor replaced$240 to $370
  • Refrigerant topped up$190 to $740
  • Condensate drain cleared$175 to $420
  • Repair diagnostic visit$99
  • Drain cleaning, one fixture$200 to $800
  • Main sewer line cleaning$550 to $1,650
  • Leak detection$200 to $500
  • Pressure reducing valve replacement$500 to $1,000
  • Water heater, tank, installed$2,757 to $7,494or $30 to $80 a month

Every figure here comes from the book behind our plumbing page and our AC repair page. Pricing a new water heater? The water heater estimator does it in about a minute, Loudoun County permit included.

Thinking about a new furnace, heat pump or air conditioner? The HVAC estimator shows the installed range for a house your size before anybody comes out.

Leesburg paperwork

The Town runs your water and sewer. The County runs your permit.

Your water

Inside the town limits the Town of Leesburg is the water company. It treats Potomac River water plus one well, and in 2025 that well was out of service all year, so every drop was river water. The Town calls it moderately hard, typically 100 to 150 parts per million. It also serves some homes outside its limits, billed at in-town rates since its 2025 settlement with the County. Most of the county side, Lansdowne included, buys from Loudoun Water.

Reports: Town of Leesburg Utilities, 5.8 to 8.8 gpg; Loudoun Water, points you to Fairfax Water’s figures.

Your permit office

Loudoun County, on both sides of the town line. The County’s Building and Development office issues the plumbing, gas and mechanical permits in town just as it does outside, and a gas furnace or gas water heater swap needs one even like for like. Since October 2025 a swap at the same BTUs in the same spot needs no plans. The Town comes first on bigger jobs: a basement finish, for one, needs a Town zoning permit before the County will issue the building permit. In the Old and Historic District, the Gateway District and some H-2 properties, an exterior alteration also needs a Certificate of Appropriateness, though in the historic district in-kind repairs and general maintenance don’t.

Permit pages: Loudoun County.

Your sewer line

On Town sewer, the Town keeps up its main as far as the lateral cleanout, which usually sits near the sidewalk, and the repair from the cleanout to the house is the owner’s. Another answer on the same Town page has residents maintaining the whole lateral to the main, part of it under public ground, so ask the Town before anyone digs past the cleanout. On Loudoun Water’s sewer, the building sewer is yours, Loudoun Water alone repairs the piece under the street, and its inspector looks at a replacement before the trench is filled.

Asked out loud

Leesburg questions.

Does a Leesburg address put me inside the Town of Leesburg?

Not always. The Census counts about 29,000 occupied homes in the 20175 and 20176 ZIPs and about 16,700 of them inside the town, so roughly four Leesburg addresses in ten are Loudoun County, Lansdowne and River Creek among them. A Town water bill doesn’t settle it, because the Town serves some homes outside its limits; paying Town of Leesburg taxes does. SwiftPro charges the same on both sides.

Sewage is backing up in my Leesburg house. Who do I call first?

If you’re on Town sewer, the Town, before any plumber. Its Utilities Department asks to hear first and sends on-call staff to check whether the blockage is in the Town’s main. If the main runs clear, the clog is in your lateral, and clearing it is a plumber’s job at your expense. That’s our call: we open the line, and for $89 more we run a camera down it so you can see where it’s failing.

Water is leaking between my meter and the house. Whose leak is it?

Yours, on Town of Leesburg water. The Town maintains its lines up to and including the meter, and the owner repairs the supply line from the meter box to the house. A break out in the street is the Town’s to fix, so report that to its Utilities Department. Before anyone digs in the yard, know that the Town marks only its own lines when Miss Utility is called, not the pipes on your property.

My tap water came out brown. Is it my pipes or the Town’s?

If the cold water is brown too, start with the Town’s. It says its mains still include a few old unlined iron pipes, and flushing, a main break or construction can knock their rust loose. Its advice is to run the cold tap for 15 minutes, and to call its Water Supply Division if that doesn’t clear it. If only the hot side comes out rusty, look at the water heater: that usually means the tank is rusting from the inside, and we can tell you whether it’s done.

What does a typical AC repair cost in Leesburg?

A run capacitor is $240 to $370, a refrigerant top-up $190 to $740, and clearing a blocked condensate drain $175 to $420, from the same book we use across Northern Virginia. Close to three in ten Leesburg homeowners heat with electricity, usually a heat pump, and on a heat pump that capacitor runs the heat in winter as well, so one repair covers both seasons.
