People use “backflow inspection” and “backflow test” as if they’re the same thing, and utilities don’t help by mixing the words on their notices. They are not the same. One is a look; the other is a measurement. Which one your letter is asking for changes who can do it, how long it takes, and what counts as done. Here’s the difference, followed by the honest pros and cons of the testing requirement and of each type of device, since that’s what most people searching this actually want to know.

The short answer

A backflow inspection is a visual survey: is there a device, is it the right type for the hazard, is it installed correctly, is it protected from freezing and damage. A backflow test is a gauge test of the device’s internals with pass/fail numbers. In Virginia, nearly every notice a homeowner gets is asking for the annual test, which only a state-certified tester can perform. Arlington County is the exception: it runs an inspection program and doesn’t require annual third-party testing on residential irrigation.

What a backflow inspection is

An inspection answers “is the protection there and is it right?” It’s what a utility or county inspector does when a new irrigation system, pool line, or commercial service is connected, and what a cross-connection survey does on a commercial property: walk the building, list every place drinking water touches something else, and confirm each one has the right level of protection. An inspector checks:

  • That a device exists at each cross-connection and is an approved, testable model.
  • That the device type matches the hazard (an RPZ where the code requires one, not a double check).
  • Orientation, height above grade, clearance, and drainage under an RPZ relief port.
  • Freeze protection and physical condition.
  • For non-testable residential dual checks in Virginia American Water’s Alexandria territory, whether the device is due for its 5-year inspect-or-replace cycle.

No gauge, no readings. An inspection can fail a device that is missing, wrong, or visibly damaged, but it cannot tell you whether the check valves inside are holding.

What a backflow test is

A test answers “does the device actually work right now?” The tester isolates the assembly, connects a calibrated differential-pressure gauge to the test cocks, and measures each check valve and, on an RPZ, the relief valve against minimum thresholds. It takes about 30 minutes, the readings go on a report filed with your utility, and a tag goes on the device. Under Virginia’s waterworks regulations, testable devices get tested at installation, after any repair, and every year. Which one is your notice asking for?

  • Fairfax Water, Loudoun Water, Prince William Water, Leesburg, Manassas, Virginia American Water: the annual notice wants a test, filed by the testing company or, in Prince William’s case, submitted by the owner. The word “inspection” on the letter still means the gauge test.
  • Arlington County: inspection. County inspectors handle commercial checks, and residential irrigation needs only the initial inspection, with third-party testing optional afterward.
  • A new install anywhere: both. The county inspects the installation for its permit, and the device gets its first test before it goes into service.
  • A commercial property or HOA: often both. A cross-connection survey (inspection) establishes the device list; each device on the list then gets tested annually.

The pros and cons of backflow testing, honestly

You can’t opt out, so “pros and cons” is really about understanding what you’re buying. Still, it’s worth being straight about it.

The case for it

  • It’s the only way to know the device works. A backflow preventer looks the same whether its checks hold or not. The gauge is the truth.
  • It catches freeze damage before it matters. The most common Northern Virginia failure is a cracked PVB from an un-winterized winter. The test finds it in spring, before a pressure event does.
  • It’s cheap relative to the alternative. The test is one of the smallest tickets in plumbing; a contamination event, or a disconnection notice, is not. Our cost guide lays that out with real numbers.
  • It protects your neighbors. A failed device on one house is the street’s problem in a main break.

The honest downsides

  • It’s a yearly chore with a deadline. Forget it, and the letters escalate toward a disconnection threat.
  • Your water is off briefly. Minutes on a home irrigation device; the whole building for a main-line RPZ.
  • A fail comes with a clock. 30 days to repair and retest in Loudoun, 15 in Leesburg. Good testers fix and retest on the spot, which is the way around this.
  • The paperwork has to be right. A test by someone without Virginia’s certification is void even if done perfectly, and you’re back at the start.

Pros and cons by device type

PVB (pressure vacuum breaker)

Pros: simple, inexpensive, easy to test, fine for irrigation without a pump. Cons: lives above ground, so it’s the first thing winter cracks; stops backsiphonage only, so it’s not allowed where backpressure or high hazard exists.

Double check valve assembly

Pros: handles backsiphonage and backpressure, no discharge, can go below grade, common on fire lines. Cons: lower-hazard only, so many utilities won’t approve it on irrigation with chemical injection or on commercial services.

RPZ (reduced pressure zone)

Pros: the highest protection, required for high-hazard connections, fails safe by dumping water rather than letting anything through. Cons: costs more, must be above grade with drainage under the relief port, and a failed check means constant discharge until it’s repaired. In Prince William County it’s the only approved device on irrigation winterized with antifreeze.

How to close out either one

If the letter wants a test, book a certified tester, clear the way to the device, and ask for your copy of the report. If it wants an inspection, make sure the device is the right type for what it protects and is installed to your county’s code before the inspector arrives, and if it isn’t, that’s an install job, not a test. Can I skip backflow testing if my water is fine?

No. The test is a legal requirement for testable devices in Virginia, and a device that fails looks and behaves exactly like one that passes until a pressure reversal happens. “Water is fine” isn’t evidence the device works.
