Loudoun’s rules are a little stricter. Here’s what they mean for you.
Loudoun Water requires an annual test by a certified tester on every testable device, and it adds two rules most homeowners learn the hard way: a failed device has 30 days to be repaired and retested, and an irrigation device that was removed for winterization has to be retested when it goes back in.
The 30-day clock
If your device fails, Loudoun Water gives you 30 days to repair and retest. Most failures are a rebuild kit, so we fix and retest on the same visit and the clock never starts.
Removed for winter? Retest.
Pulling the PVB indoors for the winter protects it from freezing, but Loudoun Water requires a new test when it’s reinstalled. Draining it in place and covering it avoids the extra test.
Leesburg’s June 1 deadline
Inside the Town of Leesburg, residential irrigation test results are due to the Town by June 1 every year, and a failed device needs a passing report within 15 days. Spring is the season to book.

How long do I have to fix a failed backflow test in Loudoun County?

Do I need to retest my backflow preventer after winterizing in Loudoun?
Only if it was removed. Loudoun Water requires any irrigation backflow device taken off for winterization to be retested when reinstalled. A device drained and covered in place doesn’t trigger that rule.
How long does the test take?
About 30 minutes per device. Your water is off for a few of those minutes while the gauge readings are taken, and that’s the whole disruption.
Who is allowed to do the test?
Virginia is strict about this. Since January 1, 2023, the state only accepts tests performed by a certified Backflow Prevention Device Worker, a DPOR tradesman certification, and some counties add their own registration rules on top. A test that doesn’t meet those rules is void and has to be redone.
What if the device fails?
Most failures are rebuildable: worn check springs, debris in a seat, or a body cracked by a hard freeze. We quote the fix before we start, repair or replace it, retest, and handle the paperwork.
What does it cost?
