At a cleanout. Fairfax County’s septic code wants one brought up to the ground every 50 to 60 feet along the pipe to the tank, so a newer line usually has a cap in the yard. An older one may only have a plug in the basement, or we go in through a toilet lifted off its flange.

It depends where the block is. Fairfax County puts the private line on the owner, out to and including the connection to the county sewer.
