What’s different in Manassas

City Code on one side of the line, Prince William Water on the other.

Inside the City of Manassas, the City Code splits a sewer line two ways. Repairs split at the property line: the owner fixes the house sewer out to it, easements on private land included, and the City fixes the main and any lateral under the street that isn’t on private property. Clogs don’t split. The owner has to find a stoppage and clear it all the way to the main, under the street too, and one left past 48 hours after the city manager’s notice can be cleared by the City and billed at cost plus 20 percent.

So in the City the footage answers a money question: a break this side of the property line is your repair, one under the pavement is the City’s, and any dig in its right of way needs a City excavation permit first. Small cracks matter as well, since the City’s sewer page says groundwater leaking into pipes can wash out the soil under them until the ground sinks.

Past the city line, Prince William Water owns the mains, puts every line on private property on the owner, and wants its own permit and inspection before anyone fixes or replaces a lateral outside the house. By its count, main-line backups happen fewer than ten times a year across about 1,200 miles of main and 85,000 lateral connections, so when one Sudley or Yorkshire house backs up and the street is fine, look first at that house’s own line.

Loch Lomond is the oldest stretch: almost all single-family houses, a 1968 median, close to nine in ten built before 1980, on lines that are usually cast iron or clay with joints roots can work into. Buckhall and Independent Hill, medians of 1995 and 2000, run on plastic, where the camera looks for sags and pulled joints, not a worn pipe wall.

My City of Manassas floor drain ties into the sewer. Is that a problem?

An existing one is allowed, but the City Code puts all the risk of a backup through it on the owner and allows no new ones. If water has ever come up through yours, the camera shows what’s sitting in the line between the house and the main.

Could my 1968 Loch Lomond house drain through Orangeburg pipe?
