You were told to fix the lateral to get the City’s help
Some City programs ask that a cracked lateral be repaired before they pay. A camera shows the crack and the footage goes in your file; if the pipe can’t be repaired, the line is replaced.

Where you land in the range is mostly depth and length: how far the house sits from the main, how deep the line runs, and whether it crosses a driveway, a walk or a big tree’s roots.
Lining the old pipe instead of digging is quoted off the footage once the camera has been through it, so there’s no lining number on this page. When a line can be lined, we price both and you pick.
What’s different in Falls Church
A Falls Church address can sit in the City or in Fairfax County, and a line replacement starts with which one. Inside the City, the permit list on the City’s site has a plumbing permit, a permit to work in the City right-of-way and a separate sanitary sewer service application, and it doesn’t say which a lateral needs, so Public Works gets the first call. On the county side the rule is Fairfax County’s: the owner owns the lateral to the main, under the street too, and the county plumbing permit is joined by a VDOT permit where a state road is in the way.
The water is the part that surprises people. Fairfax Water took over the City’s water system in January 2014, and it also bills the City’s sewer, so one bill tells the story of both lines. Its rules put the service pipe on your side, repair and replacement both, on you. They also have a leak adjustment for an unknown underground leak on that line. A bill that jumped with nothing dripping inside is worth keeping before we dig.
Inside the City the median owner house went up in 1964, only about a third are detached and nearly half the homes are in apartment or condo buildings, so a lot of what’s left is small lots with a house close to the street. A short run is less pipe, but there’s little room to stack dirt or pull the walk up, and the sewer and water lines may sit close together. We find both before a shovel goes in.
Across the line it changes. Most of the county-side places were built before 1980, and Lake Barcroft’s houses sit on grades that fall toward the water, which can put a lateral well down by the time it reaches the street. In the townhouse rows and condos near Bailey’s Crossroads and Seven Corners, the first question is whose pipe it is, since the association may own the stretch before the street.

When it’s time
Some City programs ask that a cracked lateral be repaired before they pay. A camera shows the crack and the footage goes in your file; if the pipe can’t be repaired, the line is replaced.
Lines laid before 1980 were often clay, cast iron or galvanized steel. Each of those wears out on its own clock, and by now many of them have been in the ground fifty years or more.
If the main line has been cleared twice in a year and backs up again, the pipe itself is usually the trouble: a sag, a break or roots coming through a joint. Clearing it again buys time, not a fix.

Choosing who replaces it
Questions to ask anybody who quotes you a line replacement, us included.
A City address and a county address pull different permits. Whoever quotes should tell you which office, and what it needs, before the price is final.
A line replacement quoted without a camera is a guess at what’s down there. Ask to see the break, the sag or the roots, and where on the line they sit.
Some lines can be lined in place, some can’t. The installer who quotes only one way, without saying why the other won’t work, is the one to question.

Questions
Not the part on your side. Fairfax Water’s rules make the service pipe on the customer’s side the customer’s to repair or replace. Their leak adjustment can help with a hidden leak once it’s fixed.
In the City, a plumbing permit and probably a right-of-way permit if the trench crosses City ground; Public Works confirms which. On the county side, a county plumbing permit, plus VDOT under a state road.
Dug up and replaced, $7,500 to $9,000, with the permit and putting the yard back in that number. A water service line from the meter to the house is $3,500 to $8,000. Where you land depends on depth, length and what sits on top of the line.
Yes. The camera shows whether it’s one bad joint we can repair, a run we can line, or a pipe that has to come out. Added to a visit we’re already on it’s $89.
