Gas or electric decides the paperwork on a Woodbridge water heater.
Woodbridge leans gas, but not by much: about six in ten owner homes heat with gas and four in ten with electricity, and it changes by neighborhood. About two thirds of Dale City owners heat with gas, so their water heaters are usually gas too; Lake Ridge is about half electric, and Potomac Mills about two thirds. Prince William County draws a clean line between the two: replacing a gas water heater takes a permit every time, and swapping an electric tank for one the same size in the same spot takes none.
Going tankless is where the county’s list gets longer. Its policy for trading a tank for a gas tankless calls for a gas permit covering the piping and the venting, a certified gas piping diagram, an electrical permit if the unit needs a new circuit, a plumbing permit if the water lines move more than 10 feet or change material, and the manufacturer’s instructions on site for every inspection.
The flue is the other half of it. In the Woodbridge CDP and in Dale City about four in ten homes went up before 1980, and in a gas house that age the water heater often shares one flue with the furnace. Take the water heater off it for a tankless and the county wants that flue certified as the right size for the furnace left on it. A flue built for two appliances can be too big for one.
The water is the same Occoquan supply across Woodbridge; the pressure isn’t. The town runs from the shoreline along the Occoquan and the Potomac up to the higher ground of Lake Ridge, and Prince William Water says your pressure depends on how far your house sits below the tank that serves it. High pressure is hard on a tank’s relief valve and fittings, which is part of why an expansion tank is in every price we give.

What a new water heater costs in Woodbridge.
Installed, from our water heater estimator, which is the price book. Everything is in the number: the permit and the inspection, the expansion tank, the drain pan, hauling the old one away, and the labor.
- Electric tank, installed$2,757 to $5,493
- Gas or propane tank, installed$3,379 to $5,485
- Power vent tank, installed$5,957 to $7,494
- Tankless, installed$8,886 to $10,486
How the house vents picks the row; where you land inside it is the tank size and the warranty. A hybrid heat pump water heater is quoted at the visit, never from a page.
Keeping the one you have? A yearly water heater flush slows the sediment down: $99 right now, normally $199. A tankless descale is $300, regularly $350. Or get the flush every year with Comfort+ membership, $199 a year, along with a dryer vent cleaning, a sewer camera inspection and heating and cooling maintenance visits.
What a failing water heater in Woodbridge usually does.
Soot or a scorch mark at the top of a gas tank
On a gas water heater that shares a flue with the furnace, exhaust that isn’t drawing up the flue spills out at the draft hood and leaves soot or a scorch mark there. Shut the heater off and call. Prince William County Fire and Rescue lists water heaters among the household sources of carbon monoxide and wants a CO alarm on every level of the home.
Water on the floor around it
A drip from a valve can be fixed. Water from the tank itself can’t; once the lining goes, the only fix is a new heater, and sooner beats later.
Rumbling or popping when it heats
That’s sediment on the bottom of the tank boiling as the burner or element heats under it. It’s the sound of a tank working harder every year.
After a storm in Woodbridge, check the water heater.
A water heater usually sits on the lowest floor of the house, so it’s one of the first things standing water reaches. Three checks, then call us.
Water reached the burner or the gas controls
Leave it off and don’t relight it. The warning label on a gas water heater says not to use it if any part has been under water, and to have a service technician replace the gas control.
An electric tank sat in water
Shut its breaker off at the panel, but only from somewhere dry. The elements and the thermostats get checked before it heats again.
Water around it after the rain stopped
Mop it up and look again in an hour. Water that comes back with no rain is the tank or a valve, not the storm.
Call us after a storm and we’ll check it: the gas control or the elements, the burner, the venting and the drain pan. If it has to be replaced, you get the price in writing before anything comes out.
Who signs off on a new water heater in Woodbridge.
Prince William County
Prince William County requires a permit to replace a gas or propane furnace or a gas appliance such as a water heater, even like for like. Replacing an electric water heater with one the same size in the same spot needs no permit. Source.
A burst tank doesn’t wait on paperwork: under Virginia’s building code the replacement can start first, as long as the permit application reaches Prince William County by the end of the next working day. Source.
Prince William Water says the pressure reducing valve is the homeowner’s to install and keep up, that the plumbing code recommends one where pressure runs 80 psi or more, and that pressure rises with the height difference between your house and the water tank serving it. Source.

Questions worth asking anybody who quotes you, us included.
Whose name goes on the permit?
Prince William County says that when you hire a contractor, the contractor should be the permit holder. A homeowner who pulls it signs a statement that they’re doing the work themselves, and the county calls it a misdemeanor to sign that and then knowingly hire an unlicensed contractor. Ask who pulls it before the old tank comes out.
Is the permit in the price?
A gas water heater always needs a permit, an electric one often does, and skipping it tends to surface when the house sells. Ask whether the quote includes it and the inspection.
Is there an expansion tank in the quote?
Most houses here have a check valve or a pressure reducer on the incoming line, so the heated water has nowhere to go. An expansion tank gives it somewhere, and leaving it out is how quotes come in low.
Will they tell you when a repair will do?
A thermocouple, an element or a valve is a repair, not a new heater. A good plumber says so, and saves the replacement talk for a leaking tank.
What our customers say.
I had a really pleasant personal experience with Swiftpro when my water heater went out. The pricing was very reasonable compared to the many other HVAC companies I sought quotes from. I highly recommend them

Water heater questions from Woodbridge.
Does a water heater swap in Woodbridge need a permit?
A gas one does, every time. An electric one doesn’t when the new tank is the same size and goes in the same spot. A tankless conversion takes several. Prince William County’s rules cover all of Woodbridge, and our prices already count the permit.
Can a Lake Ridge townhouse go tankless?
If it has gas, often. The work is mostly a bigger gas line, since a tankless burns far more at full fire than a tank does, a new vent through an outside wall, and the county’s permits. An all-electric townhouse is a harder case: a whole-house electric tankless often wants more electrical capacity than the panel has, so a new electric tank at $2,757 to $5,493 is the usual answer.
Is Woodbridge water hard on a water heater?
Moderately. It’s Occoquan Reservoir water from Prince William Water, which rates it moderately hard, and its 2025 entry-point tests ranged from 2.6 to 10.5 grains per gallon. That leaves sediment in a tank year after year, which is what a water heater flush in Woodbridge is for. A tankless wants a descale on a schedule, $300 right now with a whole-home plumbing check, regularly $350.
How much is a new water heater in Woodbridge?
Installed, with the permit, the expansion tank, the pan and the haul-away: an electric tank $2,757 to $5,493, a gas or propane tank on the flue you have $3,379 to $5,485, a power vent tank $5,957 to $7,494, and a tankless unit $8,886 to $10,486.
